Can one award be voted by participants only while everything else stays open?

Yes. On Categories and awards, set that class’s Who votes this class to Participants only. The ballot then asks for an email, which a spectator leaves blank: a registration email opens the participants-only award, a blank one votes everything else. A club can run a members’ pick beside People’s Choice.
