Can I cancel an entry that shouldn’t count?

Yes. An owner or admin can withdraw an entry, which is what you want when someone registered twice or a declined card left a stray pending entry in your numbers. The car number stays reserved, so a printed card is never handed out twice. Refund the money in your payment provider; the entry and the money are separate.
