Yes. Turn on pay-at-event and the form asks how they want to pay. On the day, walk-ups register themselves on a tablet in kiosk mode, locked to the sign-up screen with a staff unlock code, or staff add them from the Registrants page. Online and walk-up entries end up in the same list, however they paid.
